Tuba Toru Delibasi applies her expertise in industrial organization economics and econometrics to antitrust and competition, mergers and acquisitions (M&A), damages calculations, and transportation matters. Dr. Delibasi has substantial experience in impact assessment, cost indexation, forecasting, and sampling methods. In addition, she develops and implements econometric models to address antitrust and competition, and merger issues, as well as allegations of collusion and abuse of dominance. With a focus on the transportation and energy industries, Dr. Delibasi has worked on numerous matters involving airlines and airports, automobiles and trucks, fuel and emissions, rail, and related infrastructure. She consults to clients and supports experts through all phases of litigation, arbitration, merger, and regulatory investigations.

Forecasting

Dr. Delibasi applies economic and quantitative analysis to supply, demand, cost, and damages forecasting issues. She has worked on survey design and developed quantitative models based on survey content. Representative analyses include:

  • Cost inflation forecasting and financial risk evaluation in the rail industry
  • Demand forecasting in the power industry to set post-pandemic tariffs
  • Econometric modeling of cost inflation to evaluate different future scenarios
  • Identifying, modeling, and measuring the dynamic agglomeration benefits of transportation appraisal schemes

In competition matters, Dr. Delibasi has extensive experience evaluating competition and abuse of dominance claims in aviation and other transportation markets, as well as other industries. Her expertise includes:

  • Assessing airline competitiveness related to carbon (CO2) emission charges, taxes, and airport and airline slot allocations

Dr. Delibasi has published numerous articles in peer-reviewed journals. Her research topics include competition in markets with product differentiation, optimal airport pricing in a two-sided market setting, C02 allowances, labor market and employment dynamics, and the impact of COVID-19 on air travel and economic growth. She presents at academic conferences and industry events in Europe and the United States.

Since 2014, Dr. Delibasi has served on the Advisory Board of the European Aviation Conference. She has taught econometrics, statistics, transportation economics, and industrial organization courses at universities in Turkey, the UK, and France. Before joining Cornerstone Research, Dr. Delibasi worked in senior roles at an international consulting firm.
