Norbert Maier consults on antitrust and competition matters, with a focus on mergers, competition policy, and state aid. A competition economist with nearly twenty years of experience, Dr. Maier served six years on the Chief Economist’s Team in the European Commission’s (EC’s) Directorate-General for Competition (DG COMP). In that role, he consulted on numerous high-profile mergers, including several Phase II investigations, defining relevant markets and analyzing non-coordinated and coordinated effects, as well as vertical foreclosure, among other issues.

Dr. Maier has extensive experience leading economist teams in both consulting and regulatory settings. In these contexts, he has conducted competition risk assessments; developed product and geographical market definition; evaluated the impact of information exchange on prices; and analyzed bundling, excessive pricing claims, and other alleged exclusionary conduct. Dr. Maier’s expertise includes a deep understanding of data as a product in merger and antitrust settings.

Dr. Maier’s wide-ranging industry experience includes digital markets, energy, pharmaceuticals, chemicals, construction materials, airlines, delivery services, food, industrial equipment, insurance, media platforms, and retail.

Dr. Maier has conducted research on vertical mergers in the pharmaceutical-technology space and excessive pricing in the context of patent-protected drugs. He has published articles in antitrust and competition journals, including the Journal of European Competition Law and Practice and CPI Antitrust Chronicle. Dr. Maier speaks regularly on competition and digital topics at conferences in Europe.

Before joining Cornerstone Research, Dr. Maier held senior roles at European economics consulting firms.
